Sand real good to get the surface to accept the primer.

Scuff the chrome with sandpaper, use a good self-etching primer, paint. No problem.

Real chrome is almost impossible to get anymore.

Hey everyone, got a paint question here. I want to paint the rear chrome bumper on my Dakota black. I dont want to have paint start flaking off after a month or two. What is the best way to prep the chrome to paint over? What would the best paint be to use for this? I will be doing it with rattle can of course. Thanks for any info!
Now what year is this Dakota?
If its anything newer it may just be a shiny coating over some plastic.
If that's the case, you'll have to adjust your paint type.
