only when the test connectors under the dash are connected. green i think.

Remember there are 2 CTS - one for the dash, one for the ECU.

Tried swapping relays?
If its the interior blower fan there is a short between the fan and switch. The fan is constantly powered w/ key ON and is grounded through the resistor block and speed switch.

The fail safe for a bad coolant temp sensor reading is for the ECU to command the fans on fulltime, but it should also set a code at the same time.
I would check over the harness in the area that the car was smashed. I fixed a forester that had some really strange electrical issues caused by a twist n' tape repair to the harness in the left front corner. They taped the wires together with duct tape, then used electrical tape to bundle the harness back together so it looked right. Took a bunch of solder and shrink tubing to get it back working right.

Thats were i'm at tear into the harness tried a differnet ecu dident help the harness looks untouched from wreak couldent find any damage that i could see. I will take the conduate off and look closer. Have been having fan problems on same cars but is ushaly a ps fan that wont turn on There has to be more to the fan curcit than I a'm seeing
