Cold engine problem

I have a 2014 outback with the 2.5 engine and cvt trans. On cold days (sub 40 F) when I first start the engine and trans behave normally but after a minute or so the engine revs to 2000 rpm at 30 mph and the mpg goes way down.  When the engine heats up so that the needle come to the first line on the gauge and the cabin heater starts to work then the engine/trans start to work "normally".  I bought the car in March of 2014 and it did not behave this way then, even though there was cold weather here in Northern New England during that time.  Something has changed.....any thoughts ??
