low beams don't work

:) First time owner of a Subaru. First time member of a forum.  Joined because I'm having a problem with my low beam headlights not working on my 2000 legacy sedan. Hi beams work fine. Tested the bulbs, installed 1 new one, but I'm confused by the fact that when I check for current with a test light I have current at all three terminals on the bulb sockets with the switch set to hi beam and the middle and one outside terminal with the switch set to low beam. Shouldn't the middle terminal be ground? I'm also having problems with the left turn signal. most of the time I have to wiggle the lever to get them to flash and then they flash about twice as fast as the right side. All the bulb seem to be fine, at least all the four ways flash.Is it the turn, light and dimmer switch?  I'm open for sugestions.

Update- Replaced the multifunction switch, this fixed the turn signal problem but the low beams still don't work. Just to be sure I replaced both headlight bulbs, with no success. Does anyone know, did all 2000 Legacy L models have daytime running lights?

Not sure why the headlights don't work, have you checked fuses and the relays?

 

As to the question about why you have voltage at the connector, subaru headlights switch the negative wire. When the lights are on, there's a constant 12v to the common terminal, then the terminal to the bulb segment, high or low, is grounded depending on which position the selector switch is in. Because the ground is lifted to the low beam bulb segment when the high beam is on you may be able to measure voltage across that terminal to ground.

 

When testing negative switched lights you have to sorta flip the logic around in your head on how to test things.

I checked all the fuses,  they are ok. I hear the DRL modual click and the 2 relays in the fuse box under the hood click when I turn on the light switch. Is there also a DRL relay? I've read elsewhere that there is, and also a headlight relay. But I'm not quite sure where they are located.
