How can I get copies of Subaru Technical Service Bulletins?

Subaru tells me that they are not available to the general public, but I found reference to TSB 17 (1/02) Car Talk Advisor which seems to descibe the problem I am having.

The Natinal traffic and Saftey board web site has them listed and a GOOD dealer should look into them when a hard to solve problem arives! That is how I got the Torque bind on our '98 L wagon fixed for free!!

Thanks for the info, after I let Subaru know that I tracked the TSB's down from the National Highway Traffic Safety Administration - they changed their tune (I quote):

 

 

"I'm not quite sure who told you that information. We offer the phone

number to our Publications Department that offers the Technical Service

Bulletins, Manuals and Owner Information Kits.

You may request this future information at 1-866-428-2278. "

Shortly after we bought our '00 Legacy I took it in for a check engine light code read. After charging me $45.00 they told me I needed a new cat converter (at 100K mi). I heard about the front OXY sensor TSB on this board and asked if they had performed the repair. They said "NO, I had asked for a code read, not a TSB return." I told them to do the TSB service, which cured the check engine problem. They still refused to refund the $45.00, stating that since I hadn't asked for the TSB, I had to pay it, even tho' it was included in the TSB return. Note that they we trying to sell me a cat that they knew I didn't need, by ignoring the TSB, which they certainly knew about, but declined to tell me.

 

The moral of the story is "Know the facts BEFORE going to a Subaru service department."
