I had close to the same issue on my 96.
I have a '98 Legacy GT sedan, and the power locks are only half functional, in that they lock the doors but won't unlock them. The same behavior happens on the driver and passenger side control panel. You can hear a noise when you press the unlock button, but nothing happens. Has anyone seen this before? Is it something anyone can fix, or do I need a professional?
I have a page I wrote showing how to fix it.
Check it out. Not a bad fix, I did mine in under 2 hours.
