Shift Points

Anyone know if the shift points can be reprogrammed on the 03 Outback's with the 2.5L. When the throttle is floored and it finely downshifts, it feel as if the there is a short lag in the lower gear before acceleration. Like letting out on a clutch then giving it gas. I see the same thing in other Outback's and Foresters.
