Will a Hitachi CARB from an EA81 work on the EA82?

Seems like it could be made to work. I don't see why not. The only thing I would make sure of is that the feedback carb specs are the same - unless the EA81 carb doesn't have the feedback stuff on it, but then your ECU light on the dash will come on for sure, since the system has no carb to control. Not sure about the manifold - but you could always use an EA81 manifold as well. I know the weber has to be turned around to not interfere with the disty - that might be an issue as well. I don't know how much difference in size there is between EA81 / EA82 hitachi carbs.

I think the carb mounting holes are different, so you would need the intake as well...

Carb mounting holes are different, and the EA81 carb is smaller. The EA81 carb is a 26/30 while the EA82 carb is a 28/32.
