What are these things?

So before I start rambling(too late? ) what are those circular things,what do they do and most importanly can they be removed?

try either side of the driver's seat, just outside of the headrest :-p
Air horns arent all that expensive, and they are easy to mount.
Somehow my brother came across this silly horn speaker apparatus that, whenever I clip the red wire onto the battery, says "Thank you!" until its disconnected... priceless

true ,but where?
I'd just zip tie them to the inside of the hood or to the charcoal canister or something. Horns aren't too picky.
