Forester noise?

I have an 01 Forester, and love it! When I start it everything is quiet but after 15 to 30 seconds I can hear a slight growl or rumble kick in? It's not loud. It sounds like a A/C compressor or water pump bearing? It seems to be coming from the drivers side foot well area? :rolleyes:

 

I have listened to the A/C compressor and the water pump and it's not coming from them! It appears to be coming from the cruise control box? :rolleyes:

 

I have had dealers listen to it and tell me other foresters don't have that noise, but none can tell me what it is? :rolleyes:

 

Anyone else hear of this?:rolleyes:
