keyless entry on 96 outback

:D I just got a 96 Outback:D , and am having some problems with the keyless entry system. When I hit the lock or the unlock buttons the parking lights flash once when I hit the unlock the dome light turns on as well for about 30 seconds but the doors do not lock or unlock. I was wondering if anyone might have some suggestions? The only thing I did notice is when I looked under the dash I saw to fuse sockets that look like the go to the keyless entry system one is a 20 amp fuse the other one does not have anything in it. Should there be a fuse in there and what size is it. The car did not come with a manual so I would appreciate the help. I've checked out the archives and didn't think they answered the problems I am having. I could be wrong though
