if you swapped on the soob throttle bracket, you could have pulled it too tight and moved the shaft....

Something plugged up inside the carb

There shouldn't be anything wrong with it, it was professionally rebuilt by a carburetor guru. It might be something as silly as a vacuum hose not plugged.
