89 Gl Spfi No Power

Hello,

 

My 89 GL SPFI has no power. The ecu is putting out a code 24 and the resistance on the air control valve is 0 ohms. Also, when i pull my distributor cap i see a buildup of white corrosion on the cap leads. This has been going on for a long time. it takes about 2 days of normal driving to acquire. In attempt to correct this problem I have replaced the crank angle distributor, the cap rotor, wires, and plugs, and finally the coil. I don't know how or where this white crap is coming from. What do you folks think I should do?
