Got an ej swapped brat that is sputtering when opening the throttle. It idles well with an ocational backfire. What could this be? Its an ej 2.2 out of a 91 legacy.

Also I can't get the check engine light to work bulb is fine.it doesn't turn on when first starting the car either. I'm stumped at this point
