a full sti dash and wiring harness motor etc. swap into a 2002 subaru outback (legacy not impreza) can that work ??

I'm sure what you're wanting to do can be done, but I'm sure it would have its challenges.  What year STi were you looking to use?  I'm going to move your thread to the retrofitting thread where it may get some more input.
