Bike rack problems

Hi. I'm still learning about our new family car, Outback 2020. 

During this pandemic, we had discover our fan with bikes - fat bike and road bike. 

Now, I bought bike rack, Thule brand from https://www.subaruonlineparts.com/sku/soa567b060.html. 

And I was approached by the traffic enforcer, reminding me that blocking tail lights will cause me a problem. I don't want a roof mount type.

Also some state laws about plate visibility.

What's your strategy on this? Any comments will highly appreciated.
