So today I took the dashboard apart in my '96 Legacy and found that there was a metal tube that runs across the dashboard directly behind the heater controls. Does anyone know what the functionality of this tube is? It looks to be relatively heavy duty. Is there anything inside of it. Thanks.

It's a brace for the unibody, holds up your dash (somewhat) and is a safety feature. Alot of cars have this feature. Volvo has them all over the place. There are two in every door they make.
If they put one behind your seat you could use it as an anchor for your five point harness. Once again, a safety device.
