I've had the same problem on my 99 impreza 2.5RS. All relays checked out. I suspected the HVAC controls blower switch. The HVAC control 'head unit' is VERY expensive. Much to my surprise, you can disassemble the head unit, pop off the fan switch cover, clean switch contacts of grease and corrosion - and you're back in business. At least for me!
