Thank you for the replies. Helpful so far, but I haven't solved the problem.
First, I tested the switch itself. I got 12v of power to the switch. I tested the switch's integrity and it was also fine.
Next, I checked the integrity of the ground wire at the fog lamp with the meter by touching one tip to the negative and the other to the body - again, ground was ok. At the same time, I checked the postive terminal for voltage, again - same as last time - no power.
Third, I pulled the fuse out and cleaned the blades. Popped it back in, no joy. I put a brand new fuse in, also negative results.
It seems that somewhere between the switch and the wiring harness hookup there's a loss of integrity. unforunately, I don't have enough slack on the multimeter to check circuit integrity back to the switch.
Hopefully someone has another suggestion for me. I'm going to start looking at wiring diagrams next.
