hydraulic lifter bleed and install

I am doing both HG's on a 92 ej22. Following the Clymer Manual's instructions, I removed, bled, and replaced all the lifters and then put the valve train back together. When the lifters are completely bled and completely full of oil they will not compress at all and they hold all the valves slightly open at TDC. Will they eventually leak down so that my valves will close, or is there a step where I am supposed to relieve them of pressure before replacing them? I have two different Clymer manuals, and both seem to say bleed and test to see if they are solid then re-install.

I think I already found the answer to my question, but I'm not quite sure.

 

I found a post where someone said that the oil is supposed to bleed drain through the little hole on the side of the lifter. If this is the case then all of my lifters are stopped up and need to be cleaned out.

 

I'll try this on one and see how it goes.
