no rear brakes

lately my brakes have been feelin funky and my e-brake does'nt work. I removed my rear tires and the rear rotors were all rusty as if the calipers are not working any ideas? thanks

Sounds like you have a case of frozen calipers, and yes, it's very possible for both of them to be frozen at the same time. The cure? Replace both calipers and either resurface or replace the rotors.
