84 BRAT problems when at operating temp. (EA82)

So I just picked up an 84 BRAT, It runs great when it's cold/warming up. When it reaches operating temp, the idle goes down from 1300 to 500-700, and whenever I push the gas anywhere between full throttle and idle, it sputters like the choke is engaged. It will not drive unless I am flooring it, only when it's at operating temp. The guy I bought it from claims to have rebuilt the carb last year, but I'm starting to think he did something wrong.

 

 

Anybody know carbs? I'm learning, but this is my first car with a carb.
