07 legacey head light problem

so i just bought a 07 legacey gt and if you leave the head lights on when you turn the car off when you start it again only the driver side light lights up you have to turn the lights off then turn them on again to get them both to light up

 

is this normal with HID's ?

oh ya if you pop the trunk then get out of the car and shut your door(with out locking it) the trunk re latches it self is there a way to fix that? makes me want to drive the car off a cliff pain in the a@#
