Removing Seat rails of 93 Loyale

So I just finished pulling out my front seats to replace them and ran into an issues when trying to remove the rails. There is a screw driver bolt with a 15mm nut on the other end. I tried prying from both sides and nothing. Now I'm wondering its just so old that it got shut tight or if there is some locking washer of some sort I'm not seeing.

Sprayed tons of wd-40 but still no go. I'm scared that if I keep on tugging I'll strip the bolt. Any thoughts??

Borrow or buy an impact screwdriver set. Though I'll have to say that I had zero problems pulling the rails off any of my seats without using any special tools.
