JDM EA82-t Blocked EGR port?

I purchased an 88 wagon, owner said it needed the exhaust hooked up. Okay thats easy
Got it running all good.
While under the car i noticed a hard line near the exhaust that was crimped. I figured it was for the EGR.
After looking at my monifold. it looks like the egr port is blocked.
Did the Import Ea82s come like this?
Do i just need to change the manifold?

for 89 the ea82t eliminated the EGR. You should be able to run without it. You shouldnt get a engine lite if the solenoid is still present and plugged in.

ok, do you happen to know what the hardline is for near the exhaust under the engine?
Also where is the solenoid located? and will this effect my emissions for CA
