Headlights, high beams and fog lights all went out

Tonight at 9pm I started my car (2005 Legacy Outback Wagon) and had no headlights, high beams or fog lights. However, the side markers worked as did the tail lights, signals and hazards. Could this be a fuse? 

Fuses may be a good place to start. The fuse should say something along the line of H/L LH and H/L RH and is usually under the hood (as opposed to near the driver's left knee).

 

If they are are done for, do they just look worn out, or is it a cleaner brake like they 'popped'?

 

I think the fog lights are on a different circuit from the headlight and high beams, meaning that they'd have a different fuse.
