Rear disc brakes 2005 Baja

I have just replaced my REAR disc brakes. (Rotors, Calipers and Pads) Passenger side is OK! Drivers' side, however... The outer 1/3 of the New rotor is not being contacted by the New Pads. I figured I would switch the pads with the other side, being there was only a few hundred miles driven. No Change.Then I made sure the Slide Pins were moving Freely.They were. Figured it was a Defective Rotor. Exchanged it. No change. Then I figured it must be a defective Caliper. So I exchanged that! STILL, NO CHANGE!!

When you look at the Rotor, The Inner 2/3 of Is wearing properly. The outer 1/3 still shows the Brand New Machined Surface with some Oxidation. No Wear.
