when i put the cruise control on for my 2006 impreza it speeds up when i go downhill,and not just a little by 20 to30 mph and the only way to slow down is to hit the brakes, no engine retard is this normal?

went to the subaru dealer for some recalls and one of those is a new ecm,problem solved. now if i could only get ride of the tailgaters  going to work and back.
