92 legacy injector issue

Recently acquired a legacy with an injector problem.  As soon as I turn on the key the injectors immediately start clicking and flood the engine.  I have been digging around under the dash to check the ignition relay but am wondering if this is the right direction or ?

Do you hear the injectors clicking?

 

Bad o-rings on the injectors will also flood the engine.
