The car has sat for a while so there's some corrosion on most of the aluminum surfaces, but am I right in thinking that green stuff may be indicating a failed O ring?

 

Anything else I should do besides new O rings and charge the system? Part number or size for the o rings?

Probably. Common for the compressor o-rings to leak. Go to a parts store and buy the big pack of green metric AC o-rings for like $8 and both of the compressor line O-rings should be in the pack.
