2000 outback

So I bought a 2000 outback for my son real cheap ($200). The engine is done, can't turn it by hand. I'm looking to do a cheap as possible replacement. So my question is this.

 

Can I use the 99 2.5 block and 2.2 phase 2 heads that are sitting in my shop and make it work. The block j know is good and the heads are brand new. I know I have to change the exhaust, but will this combo work?

By the way, the 99 block was from an outback, so it was kinda the phase 1 phase 2 motor they did in 99

What timing belt do I use? Phase 2 2.2 belt, or phase 2 2.5 belt, or are those actually the same belts. Also will it work with the older 2 bolt tensioner?

Same belts. And as long as you have the corresponding bracket the two bolt tensioner combo will be the same.

So I got it running. Started right up and runs good, but the valves are really loud. I set the valves at .008 and .010. Is that correct, or at least close.

Also the idle is a bit high. All vacuum lines look good. Is there a way to adjust the idle
