99 and 98 Speedometers on Legacy?

I am brand new to this group but my cars are not brand new.

I have been so pleased with my 96 Legacy I have just bought an additional 99 to keep it company. The speedometer often does not register on the 99. When it fails the odometer fails but the cruise continues to work.

Is there any difference between 99 and 98 Legacy Speedometers please?

(Other than that the 99 cluster has red pointers and the 96 has white).

I can get 95-98 clusters on ebay but no luck with 99.

(I note that my Haynes Manual 'stops' at 98)?

I have a 98 Legacy Outback, with the same problem. Cruise still works but not the speedo, you can press on the odometer reset and it will come back up as long as you hold it . Must be bad connection or circuit board crack. From other posts looks like I will be buying a new speedo head. The tapping the windshield washer does not work on mine. It just continued to gets worse it will work everynow and then.
