Wipers blow fuse

Hi All: 1993 Legacy Wagon. Wipers will work when you put in a new fuse. Seems a-ok. Then, you shut down, restart --> nothing. Blown fuse.

 

Best I can tell, the wiper motor is on its own circuit -- right?

 

Could this be a problem with voltage coming out of the alternator?
