front end vibration

I have a front end vibration and I believe I have found the source of the problem. When I grab the tie rod on driver's side I get some play on the inner end. I see a long boot on this end. What's under this and how hard/expensive is it to replace?

Is it normal for this clip to allow play in the tie rod?

A little play, up and down, is not exactly optimal, but it's not dangerous and won't cause vibration.

Play out and in, is someting to worry about, and since wheel direction control suffers, this could cause vibrations.

 

Which way can the rod move?
