Removing rear wheel arch molding on '90 Legacy wagon?

I need to take care of some rust that's developed on the edge of the right rear wheel arch of my '90 Legacy wagon (the rust is immediately below the fuel filler cap). There's a piece of thin plastic molding that lines the bottom of the wheel arch; this molding seems to have trapped salt, sand, and gunk within the edge inside the fender, and I would like to remove this molding so that I can clean it out. Any tips on how to do this? I can't see any obvious screws or clips.

yup just pull off (towards the tire)

 

i found out it's best to leave it off an using some grease on your finger,put some along the inner edge to prevent dirt an such from contacting the body an creating rust again.

 

a month goes by,clean it off an recoat.
