Hi-

My 1990 Legacy runs well, but with increasing frequency the idle RPMs fluctuate from ~400-1000. It has a new timing belt. The number of power draws does not seem to affect it (lights, heater fan, radio, etc.). Any suggestions?

Clean the Idle Air Control valve or replace it.
