Wiper arm off track on 1991 Legacy

On my 1991 Legacy Wagon I now experience a problem with one of the wiper arms (of course it has to be the one right in front of the driver). At some point it will stick in a position about halfway up the window and then the next time it'll flip over the left side and I can shake hands with it through the driver side window.

 

What can i do about this? Any advice? Is it just a matter of taking it of and readjusting something or do I need a new part?

 

Any suggestions are appreciated!

Check if the nut that is holding the wiper arm down isn't loose?
