Roof Rack on a 1996 Outback Imprezza ???

Is this thing adjustable? it has screws so i assumed it was, but if i turn the screwdriver counterclockwise it doesnt bite in. if i turn it clockwise it grabs just fine. the screw is definately not stripped. i bought a cargo pack for the roof but the rack needs to open up some more. any advice would be appreciated.

I have a 97 OBS. I think the rack is the same as on your vehicle. My rack is not adjustable.
