2 Questions. One hot, one idle

Ok, I'm down to two questions.

 

Idle, some times it idles at 750 other times at 1100 and sometimes smooth other times ruff, I've cleaned the throttle body and the IAC, replaced the plugs and wires cap and rotor. timing is about 21 BTDC any other ideas?

 

Heat, some times my gauge climbs up to 3/4 and the fan doesn't always come on. the heat inside the car is hot but not engine to warm hot, other times the engine stays at half. and the fans will come on. it has a new OEM thermostat, water pump, new hoses. tested and good radiator new thermoswitch, and new one wire switch on the intake. could this be a bubble or another sensor/bad wire? Heat is good!-- are both fans supposed to come on?

 

I'm at my wits end with these two problems. I'm about to take it to the shop. and have them diagnose/Fix- (I have made friends with the local Subaru Shop) I have tommorrow off and am going to do a few more things to it

What year, model?

 

I'd check the connectiopn for the radiator fan wires. I had a problem with mine till I cleaned and crimped the female side of the connector
