Remove the bulb housing (get in from below) and then accelerate like the Devil is on your tail.....might just empty the light ;)

 

Otherwise, you'll have to remove the lamp and drain it properly.

The fog lights are made of glass and it probably has a crack in it and that is the reason for the water. You will have to take the light off the car and drain it, find the crack and seal it with crazy glue.

 

The water is not necessarily proof of a flood vehicle. The water is forced into the light thru the crack while you are driving.

 

Good luck. I just replaced both of mine due to holes in the lights.
