Is the early-style EJ22 tensioner pulley (2-bolt tensioner) the same as the one used on the Phase 1 EJ25 (also 2-bolt tensioner)? I'm talking about the pulley itself, not the tensioner.

yes, as long as it is the matching type, will be the same pulley.
