I am getting ready to do a head gasket job, need to find out if I will need special tools. Does a 2000 Legacy have plastic cam sprocket(s)?

2000 Legacy, does it have plastic cam sprocket

The US spec year 2000 Outback four cylinder 2.5 engines (3 of them) that I have seen have steel ones with sharp edges. Not sure what engine you have.

I thought all the SOHC engines had steel cam pulleys.

I thought all the SOHC engines had steel cam pulleys. If anything, just remove the three bolts holding one of your cam pulley covers on, pull the cover and find out for sure.

no special tools needed but those cam bolts are annoying particularly if you haven't done them before probably. the cams have a flat spot on them for holding with a wrench and since you're doing a headgasket job it's no extra work to pull the valve cover and hold the cams in place.
use EJ25 Turbo headgaskets for that motor.
