83 brat lousy gas mileage

Plugs all uniformly black idles fairly smooth plugs and wires new somehow seems carb dumping to much gas -
My brat has become a gas sucker(14mpg) choke is staying open timing ok smell lots of unburned hydrocarbons in exhaust egr blocked any ideas
