I was told by my Grandpa that my loyale might have a device in the rear suspension that allows me to raise my rump roast end about 2-3in, if this is true where the hell is it?

My 1991 Loyale is having some starting up issues. It will start for about 6-10 seconds, during that time it doesn't stay at a constant idle and if I give a little gas to it she won't rev either very high like past 3000rpm if she revs at all without just dying. I have a new Fuel Filter, Rotor, Distributor Cap, and new plug wires ( I just put new plugs in it ) and I am wondering if these are what I need or what else could it be.
