1989 subaru leone efi fuel pump

doesnt the fuel pressure regulator set the fuel pressure, not the actual pump ? -
the fuel pump in my `89 efi leone has stopped working , i took the old one out and has what looks like to be a pressure regulator ? at the end of it. looked at replacement ones and they dont have this . any more info ?

getting my 1998 outback dohc ej25 bored to 100mm , but i`ve mistakingly ordered sohc pistons with the 4 valve reliefs , my old dohc pistons have the square dish. i know i have to get 100mm head gaskets , but will i have to get thicker hg`s ?
