Timing marks on timing belt

This is on a 95 Legacy wagon.

 

I replaced the timing belt on my kids Legacy over labor day weekend. I used the Gates kit for the belt and pulleys.

 

I also did the water pump, and rocker covers.

 

I used a Gates crank seal as well, but knew something was wrong because it went on way too easy.

 

The crank seal leaked. I went and got a seal from Subaru.

 

When I took the timing covers off, the timing marks on the pulleys were lined up ok, but the marks on the belt were not. They are off by at least 10-12 teeth. Is this right? Shouldn't the marks still be lined up? The car is running fine. The tensioner seems to be doing it's job. The belt is tight. so why would it move that much?

the marks are ONLY FOR INITIAL INSTALLATION, they aren't even necessary so it doesn't matter. what matters is that the pulleys are in proper alignment. once the engine turns over one time the marks no longer line up except every so often. when the engine turns over once the belt does not turn over once, it's not a one-to-one ratio.
