should the gear on the end of the governor assembly turn or does the whole assembly spin under the domed cover all the time?

If I hold the plunger end of the assembly---I cannot turn the gear. Is this the way it should be or is something screwed up inside?

This governor turns directly against the front differential. The car has to be moving to turn this piece.

 

it is simple enough to take out and put back in. the gear at the end meshes to the diff. Look for any wear on the gear.

 

There is no alignment to line up to on the teeth, so you can just re-insert it when you are done

so the gear on the end of the governor is fixed and is not supposed to turn on the end of the shaft?

Yes, the gear is fixed to the governor assembly, and the entire assembly rotates.

 

As the entire assemble spins, the valve's pistons push outwards against spring pressure, and the moving pistons close and uncover hydraulic passages within the valve.

If you take the piece out, you can clean out the little holes by moving the parts and spraying carb cleaner in it. Search for 3AT governor service and you should find the write-up.
