78 Brat not idling(motor racing)

I just picked up a 78 brat, and the old carb was trashed. So I swapped on a carb from my old 81 wagon(1800) and the car runs now and does not smoke. However, it is probably running at about 3500 rpms or more and will not idle. I checked the throttle arm and idle adjust, and do not see any vacuum leaks. Any ideas?

Make sure the 2ndary throttle is closed.

Check choke fast idle linkage etc.
