ive looked around on here and some people and mentioned all the wiring for 1st gen imprezas is already in the car but i havent found anything about the bugeyes. so im wondering if anybody knows if a 2002 impreza 2.5ts is prewired for CC and i just need to track down all the parts.

See if you can find the plug for the actuator. If present, it would be taped to one of the harnesses around the engine, maybe by the firewall. My feeling is it's not there, because the wiring was eliminated on 2000-01 models, except when c.c. was installed at the factory.
