1999 Forester starting issues

I have a 1999 Forester 2.5 bottom end and 2.2 top end runs good. But it has a starting problem. 25 percent of the time to get it to start you have to turn off put in neutral then to park then start but that sometimes takes multiple times to make it start.

Sounds like your neutral safety switch is shot.  It is on the passengers side of the tranny and not all that difficult to replace.
